Unfortunantly this is still not fixed when you watch films in full screen mode:(. In windowed mode JRiver correctly locks 24 and 60 Hz content.

1. JRiver with Red October HQ (madvr):
- incorrect output for 24 and 60 Hz material
1.1. JRiver with Red October Standard (lav):
- incorrect output for 24 and 60 Hz material

2. MPC-HC latest version with integrated default madvr:
- incorrect output for 24 and 60 Hz material
2.1. MPC-HC latest version with integrated default lav:
- correct output for 24 and 60 Hz material.

This little check shows that this is due to some error in JRiver and madvr.

OS: Windows 8.1 Pro 64 bit
VGA: AMD HD7770
Catalyst version: 14.1

Are you using Fullscreen Exclusive output for madVR or Media Center?
There are still issues with Nvidia at least (and possibly AMD) outputting 23/59 rather than 24/60 when FSE is used.

Yes, I speak about full screen mode. In windowed version JRiver correctly locks 24 and 60 Hz. I use AMD HD7770 video card with latest Catalyst version.

This is a Windows 8 bug, not a MC bug, and all we can do is try to workaround the issue, we cannot properly fix it.
As such, the workaround we use (and madVR uses) works fine for a majority of people, for me on both NVIDIA and Intel GPUs, don't have a Win8 system with AMD to test.

If the workaround doesn't work for you, and you are certain that you're not seeing something unrelated, I suggest you complain to Microsoft.
Sorry, but thats all we can do. They broke the refresh rate API - we ask for 24 Hz, and Windows switches to 23.

Also, fullscreen mode in MC isn't any special really, its just a maximized window, there is no resolution change (unless you use madVR with Fullscreen Exclusive Mode), so I'm not sure there can be any difference between windowed and fullscreen.
As such, I'm not convinced that you are really referring to refresh rates here. How do you detect the difference between 23.976 and 24.000 in RO Standard mode, without the madVR OSD to tell you?

Edit:
I just double checked in ROHQ, because the madVR OSD immediately show the info.
Starting a video from Theater View directly in fullscreens gives proper 24.000 for me.

Hello Hendrik. Thank you for joining in conversation and for your informative reply. Could you explain what is madvr "Fullscreen Exclusive Mode" and how to check if it set up and etc.? When I want to watch movie, I just quickly press with mouse two times on launched movie screen so that JRiver 19 gets in full screen. I don't use "Theater View" mode in JRiver.
Here how I identify if in full screen I have locked proper Hz/fps (by pressing Ctrl+J or going Directshow filters-> Enhanced Video render in case of JRiver with Red October Standard setting):

The display of the Enhanced Video Player property page there is not very useful, I wouldn't trust it a bit.
I let MC switch refresh rate, paused video, and then opened MPC-HC on that screen, and it showed 24.0, while the property page in MC still shows 23.96 --> Refresh rate was properly switched, info is just wrong.

Also, if MC doesn't switch properly, did you actually make sure that the FPS field in the library says 24?

With Red October HQ the same behiavour as in standard Jriver19 window. Till content is windowed it locks correctly - 24. If I make detached display to go in to full screen, it locks to 23,976.
HD7770 is my second AMD type card. Previously I used HD4870. With both cards generally I don't have problems for video (movie) playback and sound bitstreaming to AV Reciever. I like AMD cards for proper 23,976 lock. At least my Nvidia VGA ( I have notebook with GT525M) locks at only 23,9715 :(.
Concerning flicker, I had sometimes problem due to Catalyst drivers identified my TV as computer monitor and due to this, drivers incorectly were changing refresh rate (not frames per second) and then I could see flicker in PDP TV screen. As soon as Catalysts detected my TV properly no problems with flicker. I don't have this little issue with HD7770.

I think I found where was the problem at least in my case. In madVR settings [rendering->General settings] I found that I selected-marked [full screen exclusive mode]. After deselecting it, now JRiver 19 with RedOctober HQ (madVR) locks properly 24 Hz content:

In other words in full screen madVR has to stay in "fullscreen windowed mode" in my case for correct 24 Hz lock.

What do you mean "library" - media info in file properties?
