ProTools and JRiver fighting over hardware

I'm trying to run Pro Tools 10 just installed and it tells me the hardware it needs is in use by another application. When I open Pro Tools JRiver automatically opens? Is there a way that they can play nice with the audio?

Mmmmmm. I'm not completely sure, but I'd say NO.
These programs require exclusive access to the output, so you have to close one before launching the second.

Tools/Options/General/Features

Uncheck "ASIO driver".  It lets MC act as ASIO so another program can send its output to MC.

Is it a new option introduced after 19.0.117?

I dont't know if this what you want, but if your driver doesn't support multi-client, you can try the unofficial one from steinberg: http://www.steinberg.net/forums/viewtopic.php?f=34&t=48

I have this problem on Pro Tools 11, even after unchecking 'ASIO Driver.' I had to uninstall MC entirely.

Sounds like the same issue as with Sound Forge 10 and Sony Vegas 12 and newer.  Just uninstall MC, run PT make sure it works ok, then re-install MC.  Everything will preserve, and both programs should now work.
