No, but I can't use that as it doesn't support HDR.

Regardless, you need to try it as a troubleshooting step. It is essential to identify if the problem only occurs when using MadVR, or at other times.
Try with the video mode set to RO Standard.
Also, please explain exactly what happens when you try and use the zoom function during MadVR playback.

RO Standard does not fix the issue. I'm pretty sure it's an issue with JRiver and how it handles scaling, as JRiver's interface is blurry as well.
All using zoom does is zoom in the scaled, lower resolution image.
Also, if I set my main display to the 4k TV, it fixes this, but again, I'd rather just open up JRiver and drag it over to the TV once I get my movie picked out, if possible.

The MC interface is independent of the video playback provided by MadVR. They are two separate programs, separate executables, written by different entities. MadVR is bundled with MC. Both might be responding to a driver or Windows issue. This is supported by your comment that changing your Windows display settings or default monitor fixes the issue.
Some followup questions:
Are you confirming that you actually tested RO Standard and that it behaved the same as MadVR?
What graphics card are you using in the PC?
Please show screenshots of your MC Video Options, including all settings under Display Settings, and also screenshots of all your MadVR Display Modes settings.
Also post a screenshot of the MadVR diagnostic screen when you are playing a 1080p video, like a bluray rip.
