On plug-in manager, the Library Server has only "Start" and "Stop", no "Options" or "Configuration".
I can start the service but it won't automatically start the next time MC is launched.
How do I configure the Library Server? It doesn't work as outlined in the Help.
(At present I can't connect but as I can't see the configuration I'm not surprised.)
My recollection is that "Run Remote Server on port 80" must not be selected on the "Startup" options page as it refers to the old server program but perhaps I am mistaken.

It's configured in the tree on the left, under "Plug-ins".

I'm on 11.0.314 also. If you click on Library Server under Plug-ins, you should see a Start Server and Options button in the main content window.
The options button should give you what you're looking for.
I'm still trying to set mine up and am having a few port issues, but at least I see the options.

I was in the Plug-in manager, under the tools menu. (Wrong list on the left.)
Starting the service from the main screen I'm now able to connect. Now to get it to start up without logging in.
