The ampersand at the start denotes underlining in some parts of the program. So the M will be underlined as a keyboard shortcut.

I'm not a developer and I don't know how much time it takes to change sentences or words in an interface. But I know that using the same writing in each menu and sub-menu helps a lot for those (like me) who work on translation. Here, the capital letters make us understand we are translating a title , not a part of a sentence.

On the other hand, an interface which is not similar everywhere will receive wrong translations. So it's up to you to determine if it's worse doing the changes.
